Since the publication of the Quirk Review of barriers and incentives to community ownership of assets in 2007, the Government has, by setting out to implement the recommendations in full, shown commitment to increase the number of asset transfers from local authorities to community organisations. To date this has resulted in the announcement of 80 target pilot areas, more community management and ownership of assets and increased funding. Building on the success of last year's conference, this event gave delegates an opportunity to hear the latest from the Quirk Review and learn how the Government plans to increase asset transfer to community groups to create empowered, strong and prosperous communities.
